Monsoon Trough - built/infrastructure fund

The Built/Infrastructure fund is part of the jointly funded $242 million exceptional circumstances package to assist communities in their recovery from the North and Far North Queensland Monsoon Trough, 25 January to 14 February 2019. The built/infrastructure fund includes funding for Betterment, Water and Sewerage Infrastructure, and Community and Recreational Assets.

The fund was heavily oversubscribed with over 700 potential projects seeking in excess of $330 million to repair disaster related damage to recreational assets, water and sewerage infrastructure and betterment to reduce the impact of future events on essential infrastructure and the community.

Application process

Eligible applicants are local governments and state agencies activated for Disaster Recovery Funding Arrangements (DRFA) for the Monsoon Trough.  Expressions of Interest have now closed and detailed submissions are requested.  Further information, including submission forms about each element of the built/infrastructure fund is below.

Betterment Program

The Betterment Program is one component of a jointly funded, exceptional circumstances Category C & D funding package, approved under the DRFA.

Expressions of Interest are now closed and projects have been shortlisted.  Councils and state agencies have been informed of shortlisted projects and requested to develop detailed submissions.

Developing detailed submissions

Information about developing detailed submissions is available in the 2019 Betterment Program Guidelines.

Project Proposal Form and Submission Form are required for Betterment detailed submissions, along with supporting information.  The Project Proposal Form is used to capture broader information about your project. The Submission Form is used to capture the detail and data.

Lodging detailed submissions

Detailed submissions and supporting information should be lodged to submissions@qra.qld.gov.au 

Lodgement of detailed submissions is due by 30 November 2019.

Water and Sewerage Infrastructure Program

The objectives of the Water and Sewerage Infrastructure Program are to restore essential water and sewerage infrastructure that was damaged by the Monsoon Trough event that is considered ineligible for DRFA Category B funding

The program is one component of a jointly funded, exceptional circumstances Category C & D funding package, approved under the DRFA.

Expressions of Interest are now closed and projects have been shortlisted.  Councils and state agencies have been informed of shortlisted projects and requested to develop detailed submissions.

The objectives of the Community Assets Program are to enable local governments and state agencies to clean-up and repair recreational assets and facilities that have been damaged by the Monsoon Trough and are considered ineligible for DRFA Category B restoration funding
