2023 Tropical Cyclone Jasper - recovery operation

Event summary

Tropical Cyclone Jasper, 13 - 28 December 2023 

Tropical Cyclone Jasper crossed the Queensland coast as a category 2 system in the vicinity of Wujal Wujal at around 8 pm AEST on the evening of 13 December 2023. TC Jasper was associated with an extraordinary flooding event causing large-scale isolation, widespread power outages across north Queensland, and significant impacts to agriculture, animal welfare, small business and tourism.   

13 of Queensland’s 77 local government areas (LGAs) have been activated for this event for a range of disaster assistance through the joint State and Commonwealth Disaster Recovery Funding Arrangements (DRFA) to address the immediate and long-term impacts from these events. Financial assistance and exceptional circumstances

13 local government areas have been activated for Tropical Cyclone Jasper for various funding assistance measures for individuals, primary producers, small business and not-for-profits.

Jointly funded DRFA exceptional circumstances package to support recovery for Far North Queensland's vital tourism industry, farmers, small businesses and not-for-profits.

Recovery operation

The recovery operation for this event will include: 

  • preparation of a business case for extraordinary assistance under the DRFA
  • offers of support from QRA Recovery and Resilience Officers (RROs) to eligible councils to help develop event specific local recovery plans
  • QRA as lead recovery agency liaising with Functional Recovery Groups to ensure appropriate state recovery planning.

QRA is working closely with councils to offer support to develop event specific local recovery plans that will be available following endorsement by councils.
