The $3.0 million Rural Landholder Recovery Grants Program will support the rural residential properties that do not meet the criteria for primary producer assistance. This funding is intended to provide financial support to assist with the extraordinary clean-up and reinstatement activities on rural residential properties and supported access to clean water, feed and safe fenced properties following the exceptional disaster event:
- Tropical Cyclone Jasper, associated rainfall and flooding, 13 – 28 December 2023.
A rural landholder for the purposes of this assistance is defined as an owner or lessee of land of at least 10 hectares in the DRFA activated area that sustained direct damage, that earns at least $20,000 per annum from a primary production enterprise on the affected property, but not more than $250,000 from other activities and is not eligible for DRFA primary producer assistance.

Grants will be available for those who reside in the following council areas:
- Cairns Regional Council
- Cassowary Coast Regional Council
- Cook Shire Council
- Douglas Shire Council
- Hinchinbrook Shire Council
- Hopevale Shire Council
- Mareeba Shire Council
- Tablelands Shire Council
- Wujal Wujal Aboriginal Shire Council
- Yarrabah Shire Council
Funding acknowledgement
The package is jointly funded by the Australian and Queensland Governments to support Queensland communities in their recovery from the Tropical Cyclone Jasper, 13 - 28 December 2023 event.

Department of Agriculture and Fisheries (DAF) has engaged Queensland Rural Industry Development Authority (QRIDA) as service provider for the Program.
