About

The Queensland Resilience and Risk Reduction Program (QRRRP) is Queensland’s new approach to providing a strategic, annual funding program, using Disaster Recovery Funding Arrangements (DRFA) Efficiencies. It is jointly funded by the Commonwealth and State Governments through efficiencies realised during the delivery of Queensland’s DRFA reconstruction program. 
The QRRRP aims to improve the State’s resilience to future disaster events across three key streams:

  • Stream 1 - Queensland Betterment Fund: to support the delivery of identified high priority, large-scale betterment infrastructure projects.
  • Stream 2 - Queensland Resilience and Risk Reduction Fund: to support delivery of targeted projects that reduce risk and build long-term resilience.
  • Stream 3 - Hazard and Risk Priorities Fund: to support delivery of contemporary disaster risk assessments and priority flood risk management projects that address identified risks and build future preparedness and resilience.

Round 2 (2026-27) of the QRRRP is currently under development, with timing and scope yet to be finalised. 

Funding acknowledgement

Announced by the Queensland Government as part of its 2025-26 Budget, the $450 million Queensland Resilience and Risk Reduction Program (QRRRP) will be delivered over five years and includes a Queensland Government commitment of $40 million per year towards the Queensland Betterment Fund to deliver high priority betterment infrastructure projects across the state.

Q: What types of projects are eligible for funding under QRRRP?

A: Each Stream of the QRRRP has a unique focus aimed at projects which enhance resilience and reduce disaster risks. Unlike traditional DRFA funding, these projects do not need to be linked to a specific disaster event.

A: LRAPs help councils identify and prioritise critical projects. Future QRRRP funding allocations will consider the priority projects identified in updated LRAPs.

Q: Can councils receive assistance in updating their LRAPs?

A: Yes, RROs are available to support councils in updating their LRAPs and ensuring they align with QRRRP priorities.
