About the DRFA exceptional circumstances packages
The 2025 Western Queensland Surface Trough recovery operation includes a suite of exceptional circumstances funding developed to support eligible communities, families, small businesses, primary producers and not-for-profit organisations severely impacted by the Western Queensland Surface Trough and Associated Rainfall and Flooding, 21 March - 19 May 2025 event.

To date, the following DRFA exceptional circumstances package components have been announced:
Environment
$12 million Community Relief Fund is available to impacted councils to undertake essential immediate recovery activities. Funding of up to $1 million per local government area is available.
The $16.01 million Environmental Recovery package is for recovery and resilience activities to rehabilitate impacted catchment areas and national parks.
Economic
$12 million for emergency fodder support to sustain livestock and mitigate the impacts of flooding and loss of pasture in areas impacted by the floods.
$105 million to provide grants up to $500,000 to eligible primary producers to rebuild damaged or destroyed fencing and help contain and protect surviving livestock.
Primary Producer grants of up to $75,000 have been announced following the 2025 Western Queensland Surface Trough and Associated Rainfall and Flooding.
$25.6 million of support for primary producers to help them better prepare for severe weather and assist with predator and pest management.
Small Business and Non-Profit Organisation Recovery Grants of up to $50,000 have been announced following the 2025 Western Queensland Surface Trough and Associated Rainfall and Flooding.
The Small Business Recovery funding aims to provide financial counselling and grants to help operators recover and build more resilient businesses.
$2.14 million Tourism Industry Recovery Support package to assist with tourism recovery for heavily impacted communities across western Queensland.
Human and Social
The Community Health and Wellbeing funding aims to support individuals, families and community groups by providing personal assistance, community development, emotional wellbeing support and aiding local organisations, social services and councils in disaster preparedness.
The $15 million Sport and Recreation Recovery Program will provide funding to sport and recreation organisations to undertake rebuilding and repair to sport and recreation facilities
The $4.77 million Mental Health Package Direct funding providing psychological support and mental health services to assist people and help grow resilience in impacted communities.
Roads and Transport
The $155 million Betterment Program aims to improve access to western and central Queensland by upgrading essential state-owned roads to a more resilient standard.
Funding acknowledgement
The package is jointly funded by the Australian and Queensland Governments to support Queensland communities in their recovery from the Western Queensland Surface Trough and Associated Rainfall and Flooding, commencing 21 March 2025.
